GARDEN GROVE, November 4, 2026. Three separate City Council district races feature different candidate lists and early leaders, according to the Orange County Registrar’s election results. In District 1, Roger Flanders holds 3,463 votes (49.86%), followed by Long Nguyen with 2,412 and William Zylla with 1,070.

Districts 3 and 4

District 3 shows Cindy Ngoc Tran with 3,125 votes (56.40%), Amanda Nguyen with 1,796, and Thomas Quoc Thai Nguyen with 620. In District 4, Hieu Nguyen has 1,992 votes (35.91%), Patrick Phat Bui has 1,543, Joe DoVinh has 1,409, and Amanda Mohr has 603.

Mayor is a different contest

The city also held a mayoral election in which Stephanie Klopfenstein is ahead of Thu-Ha Nguyen, 19,289 to 15,663 votes. The mayoral vote is citywide, whereas only the residents assigned to each council district select that district’s representative.

None of these totals is a certified election outcome. The county’s scheduled November 4 update may include additional eligible ballots, so the correct interpretation is that the named candidates hold preliminary leads rather than confirmed seats. Future updates should be compared race by race.
